[tei-council] UVic Jenkins server is down for a little while

Hi there,

The VM server on which our UVic teijenkins machine runs is being updated 
to a new version of the OS, so the VM has been shut down for a while. It 
should be up and running again within about 18 hours. Sorry for the outage.
