[tei-council] Minutes online

After a quick glance it appears that all actions have been copied over, 
but since I'm paranoid that I or anyone else will accidentally edit the 
original "actions" page, I've grayed out the text on that page to clue 
us in.  Martin already helpfully added a link to "actions2" in the old page.
