I guess Sebastian refers to the fact that the file Oxygen uses to find
and download the framework is on tei-c site and will remain stable.
Inside that file here is the actual reference to the package, but end
users will not see it. So you don't have to change anything in the
documentation.

Anyway i tried isnatlling on a fresh Oxy 15.1 on Win( and the
installation fails:

(La sintassi del nome del file, della directory o del volume non è
corretta)

the colon after "file" is not permitted on win environment.
