[tei-council] Minutes online

Hi there,

I've encoded the minutes from Oxford:

<http://www.tei-c.org/Activities/Council/Meetings/tcm56.xml>

When I uploaded them to the CMS, I expected them to get the automated 
TOC that shows up in e.g. TCM 52:

<http://www.tei-c.org/Activities/Council/Meetings/tcm52.xml>

but that hasn't happened (and nor did it happen for TCM 54). I've done 
my best to figure out what the difference between e.g. 56 and 52 is in 
the CMS, but I can't find any setting that would trigger this. Can 
anyone remind me how this is done?

In the next few days, I'll generate the usual list of actions in the 
form of a wiki page.
