[tei-council] rendering of attributes in specs

I've been thinking a bit about how we render attributes in specs.  In 
the attached PDF I've mocked up my suggestion for how we might change it 
to make the structure of attribute classes clearer and also to make it 
less likely that a person skimming a spec will only see the locally 
defined attributes but miss those inherited from classes.

Thoughts?
