[tei-council] Preliminary draft of new Guidelines section

Hi there,

I've been working on a (very) preliminary draft of a possible new 
section for the Guidelines based on the work of our Working Group. It's

We'll be discussing this at the upcoming TEI Council meeting in Oxford
