[tei-council] working with translation

in a moment of boredom on a train, I think I have cracked the job
of assigned a date to every piece of English translation. For every file,
I am walking back through the Subversion history resetting the date
on the text so long as its the same as the current text. This should leave
the file set with the last time the text changed.

This looks like it'll mean doing about 55,000 Subversion requests,
which should make Sourceforge run hot... I reckon it'll run for 2-3 days :-}

Hopefully I will be able to report some success at the f2f
