Back when I served on Council in the mid-2000s, newcomers were added
to the mailing list shortly after the election, and those rotating
off Council were removed shortly after Jan 01. Newcomers were invited
to phone meetings (as non-voting), but not to face-to-face meetings
unless they paid their own way (which no one ever did, surprise
surprise).

I'm not suggesting that's the only, or even necessarily the best, way
to proceed. But there is a precedent.

I think the important thing for us to do with respect to the
newcomers is make sure the various documentation that explains
Council procedures and editing processes are up-to-date.
