[tei-council] Popups for footnotes in the Guidelines

Hi Martin,

I'm assuming that it might end up as a part of the more generic 
stylesheets, and in that case I'd want a toggle.  If it is only 
for the Guidelines, then I suppose no toggle is really necessary 
(since we can just remove it easily).
