[tei-council] legacy chapters

[James Cummings]

I notice that in our Source/Guidelines/en/ directory we have the 
following files which seem not to be used in our output:

IN-RulesForInterchange.xml
DT-ObtainingSchemas.xml
TE-TerminologicalDatabases.xml

Should they be moved to ../../Defunct/ ?
