[tei-council] bug 527: <note> -> @source

I'm working on <ref
target="http://sourceforge.net/p/tei/bugs/527/">bug 527</ref>. I
looked through the entire Guidelines for the <note> siblings of
<egXML> elements that did not have @source. There are 26 of them, but
of those only 1 was a simple citation. See [1]. (I also looked for
the <note> siblings of <exemplum> elements that had children <egXML>
elements that do not have @source, but there are none.)

Am I missing something? I realized 1/2-way through that there are
citations in comments, too. I think we should fix those, too, and
will today if I have time. But 527 specifically says <note>, and that
there are "a number" of them.
