I like the responsive design of 1, 2, or 3 columns depending on 
screen width.

I would say yes, as long as it is distinguished as meta some how 
(e.g. background colour)

I think it should be a set of small icons/links/text near the 
top. We do not claim that these versions are normative. (And want 
people to stop citing page numbers in their bugs!) ;-)
