[tei-council] Suggestion for a new Guidelines TOC document

"Commonly-used elements" would be my favourite. I don't see what's wrong 
with the word "elements", myself -- that's what it's about. And even if 
people read it in the general sense of components or features of a 
document, rather than XML elements, it still fits.
