[tei-council] list/@type: proposals for your consideration

Hi all,

One of my tasks from Providence was to come up with recommendations for 
how we should rework the definitions of list/@type and list/@rend in 
order to remove renditional values from the @type attribute, where they 
don't belong. I've now done that:
