[tei-council] Food per diem amounts

Personally, I'd be hard pressed to spend 70 USD here in Providence on
food in one day. And I'm (once again) happy to be the slug who pays
for group meals.

I agree with Gabby, I thinmk stepping out for lunch in smaller groups
is a good idea.
