[tei-council] [tei-notify] and [tei:code]

For the record, although I was able to 'subscribe' to the
tei:code 'tool' on new sourceforge with a non-developer account,
I am not receiving message from it. (Whereas my developer account
gets two notifications, one from tei-notify, one from tei:code).
Thought I'd mention it.
