[tei-council] [tei-notify] and [tei:code]

I'm testing the reverse: I've unsubscribed from the tei:code thing (I 
think), and I'll report back on whether I'm still getting both or either 
of the emails.

tei-notify emails are much nicer and more detailed than the ones from 
tei:code.
