[tei-council] Upgrading TEI Project on SF

We haven't done EpiDoc yet (unless Gabby did it quietly and didn't tell anyone). We're on the same deadline as TEI though. If we get around to it soonish, I (and/or Gabby) will let you know what happened.

I'm happy to help move this along.
