[tei-council] Release Process

So I'd need:

  - Apache (already running)

  - PHP (not sure, have to check)

  - Roma version same as Oxford version

  - eXist (which version do you use?)

  - OxGarage (same version as Oxford and/or Virginia)

How often do you update the Oxford Roma and the two OxGarages?

This could also be used for beta-testing changes to Roma and OxGarage, 
independently of P5 or Stylesheet releases.
