[tei-council] Attributes without examples

I've posted a new list:

It's a bit shorter (only 164 attributes). I'll do a bit more work on it 
-- my code wasn't dealing with @xml:* attributes properly, and I also 
want to turn the "Defined in" field into a link to the appropriate page 
on the latest Jenkins build.
