[tei-council] Council teleconference still on?

FWIW, I've just tested it with Skype and it seems to work for me this 
time. (I think it was just me it didn't work for last time... Lou 
connected via Skype just fine.)

(I'm still going to go buy a telephone extension cable before we start 
just in case...)
