[tei-council] space/certainty in release 2.2.0

I can't invent any reasonable usecase  for 
char/glyph/interGrp/joinGrp having model.certLike, but 
potentially there are arguments for incident/kinesic/vocal as 
forms of (audio) transcriptional elements.

I've no real desire for them there .... just playing devil's 
advocate.
