[tei-council] space/certainty in release 2.2.0

I've added certLike back to <space> (at r11158), but won't close ticket 
http://purl.org/tei/bugs/3565137, which I just reopened and commented 
on, just in case anyone thinks any of char, glyph, incident, interpGrp, 
joinGrp, kinesic, vocal should have certLike reinstated too.

Speak now or forever etc.
