[tei-council] 2.2.0 / 2.1.0

I'm relatively available, on Sat and Sun evenings, and during the week.

I've already asked Shayne to hibernate my tei-c.org account, but I guess 
that that is not necessarily a problem.

In other words, I'm available to do a re-release.
