[tei-council] Commit Freeze before Release 2.20

Piotr and I have been working on the release notes to release 
2.2.0, which we've currently got as a google doc (if you wish to 
proofread them to make sure your favourite ticket is mentioned, 
send me your google account).

Please do *NOT* commit anything to sourceforge (unless your name 
is Piotr) until after the release is announced.
