the ticket wording says

" We should add link/linkGrp to <place> and <org> for consistency."

so I think you want to add them into here

     <rng:zeroOrMore>
        <rng:choice>
          <rng:ref name="model.noteLike"/>
          <rng:ref name="model.biblLike"/>
          <rng:ref name="idno"/>
        </rng:choice>
      </rng:zeroOrMore>

as the links are like notes and bibls

I strongly recommend not doing anything with model.global
unless you have a lot of time and patience to spare. the
day before a release is the worst time for delicate surgery
on content models :-}
