[tei-council] listChange example

Hi all,

Is the example just above
http://www.tei-c.org/release/doc/tei-p5-doc/en/html/PH.html#PHTRXX
correct?

i.e. <profileDesc> should be inside a <teiHeader> but isn't 
there... but then isn't the border around the example supposed to 
be a different colour?

This strikes me as a good example, and one that should maybe just 
be expanded to have a <teiHeader> and made a completely valid file?
(it would only add a handful of lines to the example and would be 
more understandable).
