[tei-council] oxygen, schematron

I am coming round to the idea of no changes, simply having for each tei_nnn.odd a corresponding .template file which will be made available in oxygen, linked to the right schema + schematron. Each nnn will be exposed in Roma as an odd. I need to automate that too.
