[tei-council] deadline for ticket submission before face2face

Hiya,

I was thinking of announcing to TEI-L that we are having a 
face2face meeting in September, and more specifically that we'll 
be looking at any tickets submitted before 2 September.  I 
thought if SIGs or others were working on proposals this might 
help spur them on to submit tickets.

Does that seem a good idea?

Lou has agreed to do an initial triage of the tickets after that 
date.
