[tei-council] Attributes without examples

It is possible, of course, that some of the more obscure attributes
are used by .. no one (or used correctly by no one!).

There are a few common ones in there, however, including a few for which
I have lots of examples (mainly the three table atts, @cols, @rows, and
@role), so I grabbed those.
