[tei-council] TEI stylesheets in silly season

forgive me, folks, I am working on http://sourceforge.net/tracker/?func=detail&aid=3415801&group_id=106328&atid=644065;
while it mostly works, there are things which cause the Jenkins builds to fail.   The setup will remain broken for maybe
a few days while I resolve things.

if I cant sort it, I will back out, but these changes are complex (and important) so I want to get this done.
