[tei-council] New Jenkins coming online

Hi all,

A third Jenkins server is now up and running at this URL:

<http://teijenkins1204.hcmc.uvic.ca:8080/>

This is built with Ubuntu Precise Server, which is an LTS version with 
guaranteed support for five years. It will eventually replace the other 
UVic Jenkins (http://teijenkins.hcmc.uvic.ca:8080/>, but I plan to run 
them both together for a month or so till I'm sure it's stable and reliable.

So if you commit a change to SVN which breaks a build, you'll now get 
three emails, one from each of my servers and one from Sebastian's. 
Forgive the duplication; it's only temporary.

I'm still not sure whether to proxy it through Apache so it can run on 
port 80. Seems like overkill to run Apache just to do that, but Ubuntu 
seems to have a built-in hatred of running other services on port 80, 
and I haven't figured out a way around it.
