[tei-council] draft minutes from Ann Arbor

Colleagues,

I've had an intern encode the Ann Arbor minutes; you can preview them at:

http://www.tei-c.org/Activities/Council/Meetings/tcm50.xml

While it's valid TEI, he'll be looking over the HTML version in the next 
few days to look for encoding errors he might not have caught while 
looking at the markup.

I take full blame for suggesting he use <sp> in those portions of the 
minutes where we record who said what.

Please let me know if you have any corrections.
