I think the key point here is what is meant by the term 'maintenance'

If 'maintenance' means hosting the documentation, schemas, etc;
providing technical methods for community members to make minor
corrections (typos, links to discussions for clarifications, etc);
migrating schemas, etc across different versions of tools (roma, etc);
then that seems like something the council might take on.

If 'maintenance' means any more than this, it seems like the kind of
thing that we should not.
