[tei-council] open tickets : proposed groupings

In an attempt to help structure the agenda for the Chicago meeting,
I've now grouped together currently open AMBER and RED tickets under
approx 9 headings as follows. Some of these are quite specialised
(e.g. the crit app tickets); some are quite varied (e.g. New
proposals). In the past we've divided into small groups meeting in
parallel to thrash out proposals aimed at dealing with several tickets
at once, and I think that would probably work equally well this time,
unless our chair has a better proposal.
