[tei-council] Glines problem with model.persStateLike

OK, that's done: <langKnown> commented out, and <state> and <trait> 
added. <langKnown> is discussed in the context of <langKnowledge>, so 
it's in the text, but it's not true to say it's a member of 
model.persStateLike.
