Colleagues,

I am finally getting around to implementing FR 3041605:

I've just posted two comments on the ticket with my proposed changes. 
There are a few outstanding questions there that someone with good 
institutional memory (I'm looking at you, Lou) might be able to help with:

* Which members were on the Board by virtue of being Board Chair and 
which there there as appointed members?

* Was Alejandro Bia replaced when he resigned?

* When were the positions of Editors created?

This whole thing has led me to wonder how exactly we ended up electing 6 
and 4 Council members in alternating years.  This practice dates to 
2002, but I can't figure out how it got started.
