[tei-council] New document describing release steps

I had published it, actually, but that was right before the third time 
it crashed my browser. When I restarted the browser I was able to see 
it, so I assumed it was successfully published, but I guess it hadn't 
completed and had just kept my own session alive so it worked for me.
