[tei-council] Disambiguation of <ident> and <idno> (and also <gi>)

It is clear in my head what <idno> is for; and that <ident> is for weak situations like variable names. 
The question is whether the right tag for "A" idno (rather  than "THE" idno) is <ident> or a repeated <idno>.
I vaguely vote +1 to martin's question, but still think the two elements are needed.
