[tei-council] Disambiguation of <ident> and <idno> (and also <gi>)

Well, the thread missed identifying a good scope for idno (for the record, I second Martin's view on this). Making it recursive would clearly state the kind of things we want there (with the precise aim of identifying) and what we do not necessarily want (make it a documentary object). But there may not be a consensus on this.
