[tei-council] Rough minutes from today

Thanks indeed for catching the extra 3. I think it came from a bad 
search-and-replace I did to add the leading hash for wiki numbering.

As everybody pointed out yesterday, I should have done them in TEI from 
the off. I might try that today.
