That is my understanding as well, that Laurent is Council Chair 
until 2011-12-31 and will certainly be assisting me in the 
planning and budget proposal for the coming year. I will 
certainly want as much help with that as I can get.

I will try to live up to this honour, hopefully with all your 
support.

Attending the Board meeting as a stand in for the Oxford rep I 
mentioned to the Board (after asking Laurent) that council wished 
to consider the way in which the Council chair is appointed at 
its November face2face. I suggested to them the possibility of 
Council proposing a chair to Board who would then (hopefully 
pro-forma) appoint that chair. They did not seem highly resistant 
to that idea. I believe that Council appointing its own chair 
(through whatever mechanism) or individual subscribers voting for 
Council chair as an additional position involve significant 
changes to the bylaws.

I'm all in favour of changing the mechanism so that it becomes 
more open, transparent, and fair. (Even if that ends up ousting 
me from the post eventually.)
