[tei-council] licensing proposal approved

Good. I have committed the change to the P5 source with <licence>, and it is reflected in generated
schemas and dtds.

It may take a while to work through everything, and I'll probably wait with the XSL to
make a complete new, backward-incompatible, release (changed directory names etc).
I may even meet my long term goal there to separate the TEI-necessary work from what I regard
as essentially me playing.
