[tei-council] Licensing - final wording

With the help of James, I suggest the following wording for the TEI licensing policy. This reflect our may ideas:
- to favor a very open scheme which essentially claims attribution of the source
- to account for the ubiquity of TEI content, which depending on the use it is made of ranges from textual content to more software-like content
- to cover all TEI content made available by the consortium — excluding jTEI (which is CC-BY-ND) — namely website, specs, generated schemas and documentation, stylesheets, production tools, samples of all kinds


TEI licensing depends on the use made of TEI content which is dual-licensed eaither CC+BY or BSD-2. If using TEI produced content as data or documentation then this is licensed as CC+BY specifically http://creativecommons.org/licenses/by/3.0/ and the porting to localisations of the Creative Commons Attribution 3.0 license where applicable. If using TEI produced content in the context of a software environment as part of the software, associated libraries, or processing, then this content is licensed as BSD-2, specifically the 2 clause BSD http://www.opensource.org/licenses/BSD-2-Clause license where applicable by law.
