[tei-council] paper Guidelines, not really

The NZETC have a paper copy of (I believe) the P5 guidelines. The only
use I recall it being put to is to demonstrate to new staff members
how much easier the great on-line version is (thanks to Sebastian)
compared to a print version of the same content.
