[tei-council] support for P4

I agree. I'm all for thinking ahead (and for asking our community to do 
the same), but throwing the term "P6" around I think makes people 
nervous that we're going to keep having upheavals of the kind that P5 
was, and that old texts are no longer going to be "interoperable" in the 
future, etc. I'm just asking can be be a little more gentle in our use 
of language. :-)
