[tei-council] genetic draft -- from Brett, pt. 2

I would love to see something like what Sebastian suggests, and if the
carving of <layer> in stone isn't imminent I'd like to spend my time right
now on other parts of the draft rather than on marshalling a case against
<layer>. Is that safe to do?
