[tei-council] IPR inherent in TEI markup

Whereas I (of course) fully agree with the underlying principles, I am wondering if there wasn't a possibility for us, as an open standards organization, to adhere to some general principles that would just imply these kind of statements. My worry is that we may come up with a patchy IPR policy rather than one which would be simple and transparent.
