[tei-council] Maximum # of recipients for tei-council posts

Thanks, David.  Since the list is currently closed to sending by 
non-members, it seems that we don't need a limit at all.  Alternatively, 
we could consider allowing sending by non-members but keeping this limit 
in place.  But if we do that, sooner or later the spam will start coming 
through.  :(
