[tei-council] Maximum # of recipients for tei-council posts

Council folk,

Some of the recent emails re Google books ran into a list setting for 
tei-council that limits maximum recipients of an email to 6 without moderator 
approval (to prevent spamming). That has rarely been a problem in the past.

I will spend some time later today looking at the  list settings to see whether 
they need tweaking, though.
